Can a Bill of Lading be used as a means to accept the vehicle and release funds to the seller?

A Bill of Lading (a document issued by a carrier which details a shipment of merchandise and gives title of that shipment to a specified party) may be used when the Buyer and Seller agree to such terms. In this case, the Buyer is agreeing to pay the Seller prior to receiving and inspecting the vehicle.
